Internet usage isn't just for personal computers and laptops. As smartphones become more ubiquitous, many people now surf the Internet regularly on their mobile devices. But for those who do so while abroad, the international roaming charges can add up very fast. When they return home, users are often shocked to receive phone bills for hundreds or even thousands of dollars in data roaming charges. This raises the issue of whether these high charges are really necessary to provide the service, or whether service providers are just milking travelers out of far more money than the service is really worth. The European Commission (EC) passed legislation last year in response to the "bill shock" from global data roaming services. The legislation effectively capped such charges for EU subscribers as it applied to all operators. The EC will soon be undertaking public consultation on the matter in order to review the effectiveness of the current regulation.
